If it's a clone then yes, there's quite a bit of software for it 
Having said that, by the looks of the keyboard I would say there is some differences here. Note the symbols on the number keys.

The TONEL PC is another system based on the Lambda 8300 but marketed by another third company. It's a Sinclair ZX-81 with more RAM (2 KB!) and a "better" keyboard...

The 8300 ROM was not compatible with MC programs that used ZX81 ROM subroutines. In addition the expansion connector is missing some signals (busreq, busack?) The 8300 video subsystem is also different using a separate character ROM in the ULA and makes it incompatible with hires software. You can't just swap the 8300 ROM with a ZX81 ROM becase it uses different video routines. Fred Nachbaur designed a replacement ROM for the 8300 that is compatible with most MC programs by putting all subroutines in their proper place. He added a enhanced BREAK function and WARM RESET plus Inew BASIC keywords like NPUT and OUTPUT functions to peek and poke I/O addresses. Although I have an 8300, I (probably) lost my copy of that enhanced ROM image.
