There's one for the ZX Spectrum named "TommyGun", see http://www.worldofspectrum.org/utilities.html
But for the ZX81 I don't know... I use the z88dk (Small C language) in conjunction with Eclipse.

I'm using Zasm under Ubuntu under Virtualbox. In fact, perversely, I run Virtual Box under Windows 7, and then run EightyOne under Wine. That way I get zasm (unix only) and EightyOne (Windows only - with its debugger) on the same machine.

Personally I use Pasmo (http://www.arrakis.es/%7Eninsesabe/pasmo) to compile my code, and Crimson Editor (http://www.crimsoneditor.com/) as my project text editor.
For graphics I use ZXPaintyOne v2 (http://matt.west.co.tt/apps/zxpaintyone2/) for screens and graphics, and for maps I use Tommy Gun (http://www.users.on.net/~tonyt73/TommyGun/) which isn't really a ZX81 editor, but a map-editor is a map-editor.
