I thought there was an IO bit somewhere showing the machine should run on 50 or 60 Hz.

Yes - this is read from keyboard routine and stored to MARGIN.
So the fastest way is to read MARGIN and add/subtract to get the desired value(s).
And this way assures same timing regardless if PAL or NTSC.
