I have a +2A spectrum could I load games on it with a small walkman

If it has a loud enough output and you use a CD tape adaptor (or whatever they are called).
The CD tape adaptor is a fake cassette tape with a magnetic head fed via a cable. You connect your audio source to it, then put it in the tape deck.
You have to do this because the +2A doesn't have any audio/tape input. The sound/tape socket is an audio output only. Well unless the board has been modified.

So to load in a 48k spectrum, what exactly do I need to load,
1) does the tape deck and jack cable have to be mono
2) do I need to move the volume up and down to get
better sound

On the rubber key (16K, 48K) and ZX Spectrum+ models, these have two 3.5mm mono sockets. These only take mono 3.5mm plugs. The tape input is labelled "EAR".
They were designed for use with mono "shoe box" style cassette tape recorders. These typically ran from either a 6V battery (four X 1.5V cells) or mains. They had rather powerful output signals on their EAR output sockets (headphones back then being 8 ohm types).
However, if using a stereo source, as long as you use a lead or adaptor that separates a stereo signal into two mono outputs (you only use one, it normally it doesn’t matter which, just leave the other mono plug unconnected), any audio source can be used, as long as it can produce a loud enough signal.
Yes, you will need to try various settings of the volume control.
