If your power supply is at 9.75V you could reduce the voltage down by adding a 1N4001 (50V@1Amp) in series with the input to
your computer.

A CD4001 does not have the same pin layout as the LM324 nor the same function

You may have some connections that need to be checked for good soldering. Use a magnifier to see if they are soldered properly
(no cold soldered joins), check for shorts also with your wires connecting on the board.
